My Lord,
In accordance with the instructions contained in Your Lordship's despatch No 225 of August 5th, at an interview which I had with Count Lamsdorff to-day I took the opportunity of mentioning to him the proceedings of the Russian Naval Officers who were observed sketching the defences of the Lymoon forts at Hong Kong and presented him with a brief memorandum setting forth the facts of the case. I at the same time made it clear that His Majesty's Government were unwilling that any great importance should be attached to the incident.

His Excellency thanked me for calling his attention
to an action of Russian officers which he characterised
as "most reprehensible" and added that he would have it brought at once to the notice of the proper authorities.
